With strong bipartisan support, the House and Senate passed Senator Alice Forgy Kerr’s domestic violence legislation, SB 70, which makes strangulation its own felony crime under Kentucky’s Criminal Code, closing a legal loophole. Gov. Bevin signed the bill into law on March 26, 2019. The new law gives prosecutors the tools needed to prosecute this all-too-common crime of strangulation.
